The research aims to study the requirements of the technical infrastructure of universities and the extent of their readiness for e-learning by studying the requirements (financial - technical - human resources - hardware and software - e-learning) and their effectiveness for the purpose of diagnosing technical obstacles in all scientific and humanitarian departments of the university Use the descriptive analytical approach in the study and to find out the opinions of the research sample on the requirements The questionnaire was distributed to all heads of scientific and humanitarian departments of the university, amounting to (132) departments, and the study reached A set of results, the most important of which is that there is no technical strategic plan for the university with regard to e-learning to be constantly reviewed before and during the pandemic period, as having a previous plan helps us identify strengths and weaknesses, which leads us to make continuous updates and improvements in order to build a successful strategic plan.

The study also found the need for a work team consisting of different disciplines for the purpose of obtaining the best results in the field of building a technical strategy to support elearning, and the responsibility of this team includes identifying all the problems that may .
