The phenomenon of poverty is one of the most important dilemmas faced by societies, governments and social theories since ancient times.

the end of the twentieth century witnessed a re-attention to the economic and social issues raised by the phenomenon of poverty with its widening and increasing its depth, especially in developing countries, including Iraq.

this has resulted in the growing interest of societies and governments.

international institutions dealing with poverty issues have theoretical and practical efforts in the field of defining poverty, determining its nature and the standards by which it is measured, and studying its most important dimensions and determinants, in order to develop appropriate strategies and policies aimed at eliminating this phenomenon or at least mitigating its severity.
