He aim of the current research is to know : the current research aims to know (the effectiveness of an educational program based on mental arithmetic in developing mathematical concepts for students with learning difficulties) the following hypothesis emerges from this objective : - there are no statistically significant differences at the level (0.05) between the average scores of students with learning difficulties on the test of mathematical concepts before and after the application of the educational program.

in order to achieve the goals, it was necessary to build a test for mathematical concepts, so the researcher relied in building her test on a number of theories, characteristics and features that characterize students with learning difficulties to identify mathematical concepts, and after verifying the psychometric properties of the research test, its paragraphs and skills, it was applied to the basic research sample.
