In a world crowded with manifestations of imbalance and deprivation, as well as multiple sources of insecurity, the demand for official institutional action to contain the crises and tensions that may arise as a result of this must increase.

According to this perception, the state, as the most important actor in this field, will have to search for possible means to cordon off the productive factors.

Because of the lack of security, and the human experience has shown that the trend towards humanization of legislation is one of the factors affecting the containment of the shortcomings that resulted from the variables of the new reality.

From this point of view, this research seeks to shed light on the relationship between social legislation as a set of legal provisions and rules aimed at protecting human rights and the interests of the people, especially the fragile groups in Iraqi society, and between human security as a legitimate requirement through which the individual feels reassured and free from fear in the face of the various situations of life, both material and moral ones.
