The administration, while exercising its functions in the realization of the public interest, must put in place a system that controls the behavior of individuals within society in the exercise of their rights.

this is exactly what we calls the administrative police which is a preventive method to avoid public disorder, this function most infringing on individual freedom and the rights of individuals, from this point of view, the legislator has developed a set of human, material and legal means which are considered preventive procedures intended to prevent violations of public order, and the fact that the preventive nature is the advantage of the administrative police, however, practical reality shows that there are violations of restrictions on exercise of the freedoms of individuals, which has led to the spread of crimes and activities contrary to public order, this obliges the legislator to activate or take new effective procedures that balance the exercise of the freedoms of individuals, as well as the exercise of the powers of the administrative police authorities.
