Through this article, we are trying to shed light on one of the crises that local communities in Algeria suffer from, as with the severe drought caused by the phenomenon of climatic changes, which terribly affected the level of precipitation, where did the task of providing drinking water become a burden and an obsession that haunts these bodies most of them seemed incapable of fulfilling their obligations, and many obstacles and obstacles emerged, respectively, in terms of scarcity, insufficiency, fluctuation in funding, and frequent interruptions, which made the guardian authorities intervene to reconsider how to deal with the scarcity of this vital material, by searching for alternative solutions.
