this was criticized as conflicting with the principle of dual jurisdiction, where the state council would rule on cancellation claims based on primary and final decisions.

this led the constitutional founder to restructure the administrative justice system by establishing specialized administrative courts of appeal.

the legislative body then referred the power to appeal to the administrative court in Algiers, where these competencies were previously granted to the state council as both a first and final judge.

this created a qualitative leap in favor of economic officials by institutionalizing the principle of dual jurisdiction for decisions issued by sectoral regulatory bodies.
