This study dealt with the concept of soft power and its role in implementing the foreign policy of the united states of America and the people's republic of china, and provided a rooting of the concept in Western and Chinese political thought by reviewing the stages of its development and the factors of difference and agreement about the concept in Western and Chinese political thought.

the study used the comparative approach to clarify how soft power is used in the implementation of American and Chinese foreign policy, and the intellectual and practical differences in employing soft power in the united states and china, and soft power in American political thought depends on American ideas and culture, and the ability to influence the policies of other countries, the Chinese model of soft power is based on the strength of culture, the Chinese tradition spanning through generations, to create a purely Chinese model away from the American model.
