The study aims to provide a general framework about signs and starting points adoption of the LMD system in European countries because of simulation, so that the study moved to addressing the problem of decision-making and its implications for adopting LMD policy in Algeria, it has been relied on an analytical method that blends the most important theories of general work and the perspective of convergence in public policies, and to identify the problems of the LMD system in Algeria within the framework of public policy reference.
