The local administration in Iraq faced many obstacles in the field of its relationship with the federal authorities due to the recent decentralization experience in it, and given the granting of legislative competence to the provincial councils after the issuance of its law for the year 2008, the relationship has become close between it and the house of representatives as the owner of the original legislative competence, and these obstacles are often due to the shortcomings that surround the constitutional and legal texts, and here comes the role of the administrative and constitutional judiciary and the legislature, with their authority to address these shortcomings.
