evaluation is also seen as an organized activity based on a scientific methodology that aims to identify the nature of processes related to public policy and their effects and actual programs related to implementation and knowledge the negative and positive repercussions of the implementation of policies and their impact, efficacy and effectiveness, and the best evaluation is the one that accompanies all stages of the implementation of public policies, as it aims to correct mistakes during implementation (if they occur) in order to avoid any possibility of public policy failure.
