The continuous development of the state's functions in all fields, including social and economic, has led to the expansion of its activities and the complexity of its functions.

in order for the state to continue to provide public services to its people, it would use the means of administrative contract to run some of its public facilities.

it concludes with a private person whether they are natural or moral persons an administrative contract under certain regulations.

obviously, the process of concluding the contract is accompanied by certain circumstances, the latter of which may not be guaranteed for the duration of the contract's execution.

as those circumstances change, there may be an imbalance in the contract's contract balance, which requires addressing that imbalance in the terms of the contract, with certain controls, this theory is applied until the contract is revitalized and the contractor is given the opportunity to continue to manage the public facility committed to its management.
