The declaration on local governance, which culminated in the conference of the international city management union held in Sofia/Bulgaria in December 1996, states that the system of local governance must include a set of elements, namely: 01) transfer of responsibility for appropriate public activities to local levels in accordance with the law; 02) lack of financial decentralization and sufficient resources to carry out these activities at the local level; 03) real citizen participation in local decision-making and creating conditions that would privatize the local economy.

as such, local governance is often linked to decentralization processes that have been developed, or at least relaunched, in some countries since the end of the 1980s.

within this background, this study attempts to answer the following problem: does decentralization form part of thinking about local governance?
