As a permanent principle, there is no doubt that justice and equality are the main principles of human rights and citizenship rights, and that all citizens are equal in the field of human rights and enjoy dignity and deserve justice, but i would like to clarify in this article that equality in citizenship rights is not the same as justice, but rather that equality in citizenship rights against justice in civil society! so i will summarize the research on the status of first- and second-class citizenship, in addition to the so-called other categories that suffer from discrimination that may exist in a civil society and this does not contradict justice but is in line with justice.

thus, citizenship rights become welfare rights.

from this perspective, the theory citizenship rights is a theory of perfection.

the purpose of the article is to delve into the contradiction between citizenship and human rights for a variety of topics including the rights of minorities, children, women, the homeless, asylum seekers and persons with disabilities in the theory of relativity.
