If reform is an urgent need for the administration in Iraq today, due to widespread poor performance and stagnant staff, and the spread of corruption in most of its formations, then civil service reform is an inevitable prelude to achieving this reform, and because the federal public service council, by law, is the institution concerned with the tasks of raising the level of public office and developing the administrative apparatus.

the legitimate question here is to what extent is this council allowed to perform its duties, which in turn will contribute to administrative reform the answer to the question that is previously mentioned represents the essence of this modest research topic, which we will divide into two sections, the first under the title of the conceptual framework of the legal extent available to the federal public service council to contribute to administrative reform, and the second under the title of opportunities and challenges of the federal public service council to contribute to administrative reform, as we will address in the folds the demands and branches of these two topics are the most important concepts and rulings that will inform the aim and purpose of the research, which is embodied in the essence of its subject.
