Abstract EN

This study contains implications related to the aspects and dimensions of drawing development policy in the federal state in general and its application in the Republic of Iraq according to the 2005 constitution in force in particular, according to the common jurisdiction in that, between the federal and regional executive authority, so this study was exposed to an analysis of this Jurisdiction in terms of its definition and characteristics, forms of its implementation, requirements for its practice and guarantees of its application in an objective and sound manner, and in view of these elements targeted for research and investigation, the problems facing the formulation of a development policy were highlighted, especially the constitutional shortcoming in its coverage and absorption from all its merits, on the one hand, and proposals were made on the one hand.

With solutions and treatments that complement this specialization, making the outputs of its application useful and productive on the other hand.
