يتمتع الموظف العام بالحقوق والحريات السياسية التي تعترف بها الأنظمة القانونية، لكن هذه الحقوق هي مقيدة بقيود وضعها المشرع، بالمقابل أقر ضمانات عند ممارسة الموظف لهذه الحقوق للحد من تعسف الإدارة، وذلك كله من أجل حسن سير الإدارة.
Abstract EN
Public employees enjoy political rights and freedoms recognized by legal systems, yet these rights are subject to restrictions imposed by legislation.
in return, safeguards are instituted when employees exercise these rights to prevent administrative arbitrariness, all in the interest of ensuring the smooth functioning of the administration.
