initially, it dismantled labor law and gave it flexibility in order to liberalize the labor market, then it reconsidered the role and place of private enterprise, readapting the provisions regulating it to the 'market economy however, this was not enough, because at the request of the social partners, the state took legislative and regulatory measures to encourage creative investment in employment, such as tax, customs, financial and social privileges for investors who create and maintain jobs.

in addition, measures and mechanisms have been put in place with the aim of providing it to the labor market, in particular by modernizing the employment administration to meet market requirements and by providing it with more efficient and flexible, in addition to reforming vocational training in view of the role it plays in facilitating the integration of young people into the world of work ..
