Impunity is a concern of international criminal justice; it gives criminals an undeserved opportunity to evade their responsibility, which encourages them to commit more violations.

at the same time, it deprives victims and their relatives of the right to justice, thus prolonging the original criminal harm and delaying effective redress.

this explains the density of international criminal texts in the field of confronting the phenomenon.
