Accordingly, we believe that historical memory is not just events that oc- curred in the past, but rather a valuable, intellectual, cultural, and civilization system, transmitted across generations to form a spe- cial identity of the social community, and express their local speci- ficities, and this memory can be adapted to serve the comprehensive national identity, or on the contrary can be evidenced, which negatively affects the construction of the comprehensive national identity, and Iraq Before 2003, he suffered from the politicization of historical memory by the ruling elites, and the abolition of the existence of other sub-memories, and their political presence, which led to a state of repression between individuals and groups.

After the year 2003 despite the adoption of the democratic system, the groups could not break free from their sub-memories, but rather increased adherence to sub-identities, and took on a political dimension, because of the ruling elite that employed memory to its advantage, which led to the construction of a fragile Iraqi national identity and reflected negatively on its construction, but we can develop this memory through real historical facts related to cultural heritage, and this falls on the shoulders of Multiple institutions in the state, providing society with the environment and the ability to come up with common perceptions about history, society and its identity by formulating and adopting a variety of facts, perceptions and activities inspired by the cultures of the components of society to generalize and disseminate a kind of unified thinking that is conducive to social integration, and political integration.
