Abstract EN

In the light of revolution of information technology that included all aspects of life including the disciplines of education and higher education represented by e-leaming of which many Arabic countries witnessed to the degree that it became the active tool for development, growth, and prosperity.

thus, it mandatory for us to deal with studies, theories, and research to select what is possible of this unique scientific experiment and make use of it in education and higher education that represent the common great factor in all affecting factors in community's development.

so, the researchers shed the light on the field of education and higher education and its importance in the electronic rearing for the generations and their fitness for the circumstances surrounding the leamer and teacher.

the research topic has evolved in the context of formulation of the research problem in raising the main question (how available the capacities that help in electronically rearing the generation via the optimal use of technology in the education and higher education?) sub-questions have evolved from this question including : 1.

how possible to change the learner's attitudes toward negative use of technology such as behavioral deviations, addiction, and time wasting to the positive use of technology represented by increasing the level of learning, developing multiple intelligences, and investing the time? 2.

how possible to invest technology and limit school dropout and shifting to e-leaming (home learning)? 3.

how possible to increase the learner's desire and inclinations for interactive learning the importance of this study lays in two main aspects: the objective aspect: investing the new advanced technology and make use of it in advancing the educational and teaching process, facilitating the processes of education and teaching.

enriching the school curricula, and creating teaching methods that go in line with technology cra the social aspect: opening wide horizons for both learners and teachers as human resources in the optimal of technology in order to positively change the learner, his/her performance and teaching methods, and advancing the learner's level and his/her academic achievement through using advance technology that characterizes and improve the educational and teaching processes.

in addition to the wide understanding of facts and information and learning other foreign languages.

thus, the study objectives are represented by answering the research problem questions.

the researchers used the descriptive analytical qualitative method to determine the phenomenon under investigation, depending on the clarification and theorization that are derived their information from literature relevant to electronic rearing in order to achieving the desired findings.
