Prison issues occupy an essential position in the royal reference, which finds its foundations from a constitutional point of view in Chapter 42 of the Moroccan Constitution, which establishes the nature and position of the royal institution in the hierarchy of Moroccan political power, as the head of the state and the guarantor of rights and freedoms and the watcher of respect for the international commitments of the state.

The Royal Institution for Prison Affairs, through tracking the completed workshops and field visits to prison institutions and pedagogical facilities, and its directives through speeches, is nothing but an activation of the requirements of the aforementioned chapter and the rights granted to it by the Constitution in other chapters such as the right to issue a pardon according to Article 58, and the human rights dimensions of prison issues It is linked to the humanization of prison space in accordance with the international commitments and obligations ratified by Morocco, and what the Moroccan Constitution stipulates in its export of the transcendence of these agreements over national legislation.

The royal directives on prison issues, through royal speeches and directives during the field visits process, have been reflected in the government policy to advance the humanization of prison space, as it has gained an important space within government programs, which necessitated the development of strategies and public policies for the development of the sector in line with the international commitments and obligations ratified by Morocco in field of human rights.
