The spread of drugs and psychotropic substances in re- cent times is considered one of the common problems in developing and developed societies alike.

it is also considered one of the most dangerous afflictions of the times which has religious health social and psycho- logical effects on members of society which requires concerted efforts to confront and punish and limit them.

but also internationally the situation that Iraq witnessed during 2003 and the accompanying dangerous security chaos the absence of government control the failure of the security ser- vices to carry out inspection tasks at border passes - the failure of the anti-drug agencies to carry out the duties entrusted to it as well as the dwindling of control and prevention efforts all these factors paved the way for the scourge of narcotics and psychotropic substances with all their ugliness to affect Iraqi society.
