Abstract EN

It is question of presenting the different readings of the role of the state as an administration in development.

the positions of four ways of thinking are presented: these are the current of comparative institutionalism, the neo-utilitarian current, the current of “state anthropology” and the positions of international institutions, in particular the world bank at this level.

the second step is to present the process for reforming public administration, based on the writings of the current of comparative institutionalism, relating to the conditions that the administration must complete in order to be effective in its action in development.

it is question of developing three aspects of the administration: its autonomy, its capacity, .and the mode of integration of the state in the international system.
