Arabic Abstract

هدفت هذه الدراسة التعرف إلى دور الرقابة الإدارية في تطوير الأداء الإداري لمديري المدارس الحكومية من وجهه نظرهم في المحافظات الشمالية، وتحديد دور كل من متغيرات: (الجنس، وسنوات الخدمة الإدارية، والمؤهل العلمي، والمديرية، ونوع المدرسة) في دور الرقابة الإدارية من وجهة نظر مديري المدارس في مديريات المحافظات الشمالية، والتعرف إلى دور الرقابة الإدارية في تطوير الإبداع الإداري لمديري المدارس الحكومية من وجهه نظرهم في المحافظات الشمالية، وتحديد دور كل من متغيرات: (الجنس، وسنوات الخدمة الإدارية، والمؤهل العلمي، والمديرية، ونوع المدرسة) في دور الرقابة الإدارية في تطوير الابداع الإداري لمديري المدارس الحكومية من وجهة نظر المديرين، ولتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي الارتباطي من خلال أداتي الاستبانة والمقابلة، حيث تكون مجتمع الدراسة من (1862) مديرا ومديرة، وبلغ حجم العينة (298) فردا، وجرى تحليلها إحصائيا باستخدام الرزمة الإحصائية للعلوم الاجتماعية (SPSS)، وقد أظهرت نتائج الدراسة أن دور الرقابة الإدارية في تطوير الأداء الإداري لمديري المدارس الحكومية من وجهه نظرهم في المحافظات الشمالية جاءت بدرجة كبيرة، وأن دور الرقابة الإدارية في تطوير الابداع الإداري لمديري المدارس الحكومية من وجهه نظرهم في المحافظات الشمالية جاءت بدرجة كبيرة، وأظهرت النتائج وجود فروق دالة إحصائيا عند مستوى الدلالة (α≤.05) في دور الرقابة الإدارية في تطوير الأداء الإداري لمديري المدارس من وجهة نظر المديرين تعزى لمتغيرات الجنس، ولصالح الإناث، وسنوات الخبرة الإدارية، ولصالح أكثر من (10) سنوات، والمديرية، ولصالح جنوب نابلس، وقلقيلية، ونوع المدرسة، ولصالح المدارس المختلطة، وعدم وجود فروق دالة إحصائيا تعزى لمتغير المؤهل العلمي، وأظهرت النتائج وجود فروق دالة إحصائيا في دور الرقابة في تطوير الإبداع الإداري في متغيرات الخبرة، ولصالح أكثر من (10) سنوات، والمديرية، ولصالح مديريات سلفيت، وجنوب نابلس، وقلقيلية، ونوع المدرسة، ولصالح المدارس المختلطة.

وكما أظهرت النتائج ووجود علاقة ارتباط خطية موجبة دالة إحصائيا بين درجة ممارسة الرقابة الإدارية في تطوير الأداء الإداري لمديري المدارس وعلاقته بالإبداع الإداري في المدارس الحكومية في المحافظات الشمالية، وأظهرت نتائج المقابلة أن الرقابة الإدارية تسهم في تطوير الإبداع الإداري لدى مديري المدارس من خلال رصد الملاحظات، ومناقشة مشكلات الإدارة المدرسية، وتصويب الوضع القائم، والتدريب المكثف، وأن مظاهر الإبداع يكون من خلال المتابعة وتحسين وتطوير بيئة المدرسة، والتشبيك مع المجتمع المحلي، وأن الصعوبات التي تواجه مديري المدارس تتمثل في القوانين التي لا تستند إلى بعد تطويري بل توجه سياسي والبيروقراطية، وزيادة أعداد الطلبة، وقلة الموارد.

وبناء على النتائج أوصت الدراسة بضرورة تدريب مديري المدارس الجدد على مهارات الإبداع الإداري، وضرورة تمكين مديري المدارس في مدارسهم لإبراز قدراتهم ومهارتهم الإبداعية، تشجيع مديري على المشاركة في وضع النظام الرقابي في مديريات التربية والتعليم، وتدعيم أجهزة الرقابة وتطويرها، وعلانية ووضوح الإجراءات ومعايير الرقابة، ونشر الوعي بأهمية الرقابة الإدارية والدور الذي تحققه في تحقيق الأهداف وتصحيح الأداء.

English Abstract

This study aimed to identify the role of administrative control in developing the administrative performance of public school principals from their point of view in the northern governorates, and to determine the role of each of the variables: (gender, years of administrative service, academic qualification, directorate, and type of school) in the role of administrative control from the point of view of School principals in the directorates of the northern governorates, and to identify the role of administrative control in developing the administrative creativity of government school principals from their point of view in the northern governorates, and to determine the role of each of the variables: (gender, years of administrative service, academic qualification, directorate, and type of school) in the role of oversight.

Administrative in developing the administrative creativity of public school principals from the principals' point of view, To achieve the objectives of the study, the researcher used the descriptive correlative approach through the questionnaire and interview tools, where the study population consisted of (1862) male and female managers, and the sample size was (298) individuals, and it was statistically analyzed using the Statistical Package for Social Sciences (SPSS).

The role of administrative control in developing the administrative performance of government school principals from their point of view in the northern governorates came to a large extent, and that the role of administrative control in developing the administrative creativity of government school principals from their point of view in the northern governorates came to a large extent, and the results showed that there were statistically significant differences at the level of significance.

(α≤.05) on the role of administrative control in developing the administrative performance of school principals from the principals’ point of view due to gender variables, And the years of administrative experience, in favor of more than (10) years, the directorate, in favor of south Nablus and Qalqilya, the type of school, and in favor of mixed schools, and there were no statistically significant differences due to the educational qualification variable.

The results showed that there were statistically significant differences in the role of oversight in developing administrative creativity.

In the variables of experience, in favor of more than (10) years, the district, in favor of the districts of Salfit, South Nablus, and Qalqilya, the type of school, and in favor of mixed schools.

The results also showed the existence of a positive, linear, statistically significant relationship between the degree of administrative control practice in developing the administrative performance of school principals and its relationship to administrative creativity in public schools in the northern governorates.

Discussing the problems of school administration, correcting the existing situation, intensive training, and that the manifestations of creativity are through follow-up, improvement and development of the school environment, and networking with the local community, and that the difficulties facing school principals are represented in laws that are not based on a developmental dimension but rather a political orientation and bureaucracy, The increase in the number of students, and the lack of resources.

Based on the results, the study recommended the necessity of training new school principals on administrative creativity skills, and the necessity of empowering school principals in their schools to highlight their creative abilities and skills, encouraging principals to participate in setting up the supervisory system in the education directorates, and strengthening and developing oversight bodies, openness and clarity of procedures and control standards, And spreading awareness of the importance of administrative control and the role it plays in achieving goals and correcting performance.
