The current research aims to identify the following : Recognizing the free will of educational counselors.

Knowing the statistically significant differences in the freedom of will among educational counselors according to the variables (sex.

males/females).

years of service (1-10 years.

11 years and above).

(primary education.

secondary education).

In order to achieve these goals.

a sample of educational counselors in Basra governorate was randomly selected by the method of class sampling to reach (400) counselors and counselors by maintaining the ratios between gender diversity and job service, and in terms of their affiliation with the administrative structure of primary and secondary education, and two measurement tools were used for each variable (the freedom of administration).

After building them with methodological procedures and statistical treatments on the construction sample of (500) male and female guides from Dhi Qar Governorate.

The researcher reached the following results : Educational counselors have an acceptable level of freedom of will because they have a state of embodiment of the interaction of innate inclination and need based on internal motivation and personal integration, The researcher reached the following recommendations It is necessary for the psychological counseling and educational guidance departments to communicate with their outputs in the staff of the education directorates to set up development courses to provide support and assistance in maintaining the level of control over the interaction of freedom of administration.
