This study deals with civil society organizations and the determinants and indicators of the effectiveness of their role in the process of making, implementing and evaluating public policies.

identifying the problems and obstacles that civil society organizations face in order to perform their role in public policies.

proposing specific methods to correct the defect in the components and pattern of interaction of civil society organizations with the surrounding environment to raise the efficiency and effectiveness of mobilizing multiple resources for public policies as a basis for improving these policies in a way that leads to achieving development in developing countries in general.
