This study contains one of the dangerous phenomena facing the world, which is the phenomenon of desertification, the degradation of the ecosystem and the biological diversity that is exposed to dry and sub-humid areas and which have negative effects on the economic, social and political aspects.

this phenomenon has received great attention at the international level, especially by the united nations, which has made great efforts to curb this phenomenon, which led to the adoption of the international convention to combat desertification in 1994.

Algeria and other states affected by this phenomenon it tried to provide legal and institutional mechanisms to combat this phenomenon, by incorporating the provisions of the international convention into its legislations.
