Today, electronic administration is considered one of the aspects of digital civilization that the post-modern era is witnessing.

it is the real revolution against bureaucratic practices in all sectors, which makes it an important contributor to bringing about a cultural shift and a qualitative leap in all fields.

however, electronic administration has a set of material and human conditions that must be met.

for the success of the development process in Algeria, especially in human capital, which constitutes the real stake in light of socio-cultural constraints that hinder all attempts at reform and change.

this research aims to dissect the reality of electronic administration and the problem of development by reviewing the socio-cultural constraints that hinder development.
