Marriage certificate has recently known great openness to other societies, and marrying a foreigner has become a widespread phenomenon.

especially among young people, for personal reasons that differ from one person to another however this marriage often has circumventing with the law, considering that a Muslim woman cannot marry a non-Muslim.

at the same time, it is not possible for a disbeliever to conclude his marriage with a Muslim woman in a Muslim country that adheres to this restriction; therefore it is concluded in a foreign country in a civil form which does not involve religious matters in this certificate.

regarding the danger of circumventing on the law, Arab legislations including Algerian law were headed to, that adopted this restriction to constitute a set of legal mechanisms which would fight all forms fraud and simulated in the framework of marriage contract which among them is the mechanism of the man’s proving certificates conversion to Islam or his conversion to it.
