Regulatory decrees issued by the president of the republic and the prime minister constitute a type of organizational administrative decisions that include general, abstract and binding rules, which are considered as subsidiary legislation along with the law, and these decrees directly affect rights and freedoms, therefore, they are subject to oversight, especially oversight by the administrative judiciary through appeals filed by individuals against these decrees, it is also subject to oversight by the constitutional court, in the event that they violate the constitutional provisions, in accordance with special and legally specific procedures.
