The development of shadow regions is amongst the topmost priorities for the Algerian state due to the severe living conditions faced by populations of these regions, which lack even the basic necessities of life.

for this reason, the state has established programs in conjunction with local collectivities to stimulate growth in these deprived and underprivileged regions and eliminate isolationism.

the ultimate aim is to enhance the standard of living and alleviate the extreme hardships experienced by locals.

for real and sustainable development of these regions, it is necessary to coordinate efforts between official authorities and various civil society actors who have the knowledge and expertise to understand their needs and potential.
