Most researchers in the fields of empirical research in various social and human sciences agree that institutions are systems that are open to the societies to which they belong, as they are affected by all the values, ideas, and principles that workers come up with through interaction and communication between them, so a different institutional culture is formed from one institution to another, here comes the role of leadership in building and disseminating an effective institutional culture that contributes to the development and prosperity of the institution.

therefore, through this study, we would like to search for the role of leadership in building an effective institutional culture by exploiting the organizational communication mechanism.
