The Emergency Support for Food Security and Development Law No.

2 of 2022 is a law (dedicated budget) for specific actors and not a general budget law.

The legislation of this law is a new step in several respects.

In the legislation of financial laws and the Federal General Budget Law, and in terms of its enforcement, the law is considered effective from the date of voting on it and not from the date of its publication in the Official Gazette.

Also, this law does not expire with the end of the fiscal year, but it expires either by legislating the General Budget Law for the year 2022, which has not been legislated yet (the tenth month of the same year) or with the end of the financial allocations specified in it.

In terms of purpose, the law emphasizes the achievement of two goals, namely food security and development.

This study follows the belief that the concept of development alone includes food security as well, but what it allocates does not seem to, in our beliefs, achieve development in reality.

The reason is that development processes need multiple studies for a long period of time, and require specialized people to develop and work on those studies.
