Abstract EN

The Constitution of the Republic of Iraq for the year 2005 affirms the right of the parliament to monitor the work of the government through various means of oversight.

However, the council of the oversight of the parliament faces several obstacles that weaken its performance.

Some of those obstacles are related to the incompetence of the members of the parliament and the non- existence of a real opposition there.

Instead, the majority of the parliament support the government.

Further, there are other obstacles with regard to the means of oversight which are stipulated in the Iraqi constitution and the ordinary legislation.
