Abstract EN

The study aims to shed light on the role of national human rights institutions (NHRI) in assuming their responsibilities in ensuring respect for basic constitutional rights and freedoms, observing the performance of the executive authorities in activating them, and enabling citizens to enjoy them according to what the political system has drawn up.

From the emergence of structures with institutional structures (with different names) concerned with following up, monitoring and observing human rights violations at the national and international levels, and seeking to limit them or codify them by agreements, treaties and legislation that require states to abide by and implement them.

Its responsibility is to monitor, guarantee, protect and develop human rights.

Starting from the premise that the widespread spread of human rights culture requires the development of mechanisms to monitor, control and protect rights and freedoms within a guarantor institutional framework to evaluate executive performance and strengthen the foundations of democratic transformation.

Therefore, the research used the systemic analysis approach and the functional approach with a focus on role theory to frame the roles, tasks and responsibilities of national institutions in protecting and promoting human rights, with reference to the High Commission for Human Rights in Iraq (IHCHR) as an effective model to ensure protection and balance between rights and freedoms as one of the main characteristics of democracy and one of the guarantees Stability and institutional and societal integration.
