Abstract EN

After 2003, the Iraqi state made efforts to achieve empowerment of Iraqi women in all it's fields, to implement one of the most important outcomes of democracy, including empowering vulnerable groups, that are achieved by enabling them to have opportunities and conditions and giving them freedom of choice, and self-reliance, especially since the concept of empowerment is linked to other concepts, including political participation, social justice, gender equality, roles, development...etc.

those efforts came either through legislation, plans, decisions of the council of ministers, or national mechanisms concerned with women's issues, even though those efforts made, the reality has proven that there are shortcomings in conducting many rights to achieve social justice in countries going through transitional stages, including Iraq.

therefore, our study came to find out the reasons for the shortcomings in the actual reality of women's empowerment despite the efforts made in a research attempt to develop appropriate recommendations to achieve the desired goal, which is the empowerment of Iraqi women in line with democratic transformations and does not differ with the local environment.
