After the occupation of Iraq by the coalition countries and under the leadership of the United States of America, the Kurdistan Region was able to practice para-diplomacy well within a constitutional framework established by the permanent Iraqi constitution of 2005.

After the region entered the war imposed on it by the ISIS terrorist organization in 2014, the brutal acts carried out by this terrorist organization against humanity, and the role that the region played in defending all components of Iraq without exception and fighting terrorism with the help of the international coalition forces gave a strong impetus to the rotation of the region’s para-diplomacy wheel and its foreign relations.

This research explains the development in the region’s diplomacy and its foreign relations through many variables, The Concept and genesis of para-diplomacy in the Kurdistan Region, the constitutional framework of the para-diplomacy of the Kurdistan Region of Iraq, and the development that befell the region’s paradiplomacy after the ISIS war.
