This study aims to show the ways to gain confidence in the national hospital performance in light of the low levels of health service perceived by the Algerian health reality, especially medical performance, and the weakness of indicators that translate the effectiveness of national health policies as the migration of patients and the medical competencies 'which calls to adopt a sub-governance policies such as the governance of the medical human resource and ensuring both of its commitment to the ethics of practicing the medical profession in order to achieve an effective health governance in Algeria.
