The application of the regulation of regulation of public procurements and the mandates of the public utility 247-15 raised many problems as a result of the disruption of the logical structure of the text, whether from the formal aspect that neglected the scientific methodology of the legal texts in terms of balance, coherence, clarity and arrangement, or in terms of the content that had problems related to the narrowing of the principle of competition, flexibility and lack of independence censorship is organically and functionally, and the problem of implementing and reporting the public deal, as well as the existence of gaps and deficiencies that were not covered by the text.
