Contemporary punitive policies seek to adopt alternative criminal penalties that are more effective in reducing crime and its costs compared to custodial sentences, whose negative effects within penal institutions have led to their failure in achieving the goal of criminal punishment in reforming and rehabilitating prisoners for social reintegration.

despite the exorbitant financial costs and efforts expended by the state on these institutions supervising the implementation of custodial sentences, it is imperative to reconsider the scope of applying custodial sentences, choose appropriate punitive alternatives, and adopt new management methods for penal institutions implementing custodial sentences at lower financial cost, alleviating the financial burden these institutions suffer from and putting an end to the drain on the public treasury due to increasing expenditure on prisoners and prisons, and integrating prisoners into various activities that benefit everyone.
