Accordingly, this study comes to weave semantic theories in the directive law for national education related to the approach to competencies as an official organization (January 23, 2008) the last law on national education, and to stand at the educational, social and cultural connotations that formed the existence of the latter in the educational reality, on the other hand, revealing the social overlaps and paradox aimed at this approach through: analysis of the content of the educational project from the premises of the new approach from the perspective of the legal educational legislator, the relationship between the institutions of social upbringing within the scope of the educational relationship is integrated to bring about the educational action, the pedagogical relationship between the teacher and the learner in any direction is headed, in addition to variables related to the process educational.
