The emergence of cybercrime as a new type of crimes and its transnational characteristic has led the international African community to cooperate to tackle these crimes which have a very negative impact on the national security of states.

as cybercrime is linked to technological development, which requires that those who fight these crimes have a high degree of skill in using computers, world countries tended to hold specialized and continuous training courses for security personnel.

this was meant to continuously identify the precise techniques that help to detect crime and its perpetrator in order to keep pace with the technological process in the world and to be able to discover the development in cybercrime.

so the article provides recommendations to legislation and laws to punish and deter the perpetrators of cyber crimes and providing advice and technical solutions for users of electronic media to reduce the risk and the impact of this crime.
