This research paper seeks to shed light on the reasons and motives for the decision of the administration of the US president-Jubaiden-to withdraw the United States from Afghanistan on August 31, 2021, after two decades of military presence in this war-torn country, a decision that allowed the return of the Taliban to rule in Afghanistan after its overthrow in 2001.

this decision came as a surprise to the international community and shocked it due to the speed of its implementation, which clearly showed Washington's failure in the policy of regime change by military force and the rebuilding of states on democratic foundations and the serious repercussions and repercussions on the Afghan internal scene, especially after the Taliban's first experience in government during the period 1996-2001, which lost confidence and credibility in its regional and international environment.
