Abstract EN

This article aims to investigate the functional relationship between the variable of citizenship and the variable of tourism development based on a fundamental premise.

this premise states that, in light of the experiences of leading countries, it is impossible to achieve a qualitative leap in external tourism rates, or to attract others, without achieving rates of movement among members of society on the same internal geographical area, that is, domestic tourism among the citizens of the state.

in addition, to achieve the success of the latter, the process requires ensuring a qualitative leap in the level of the concept of citizenship as a concept that refers to loyalty in a legal social contract that transcends the traditional framework.

therefore, a central role requires a great deal of work on the level of changing the thinking of mental structures in a way that allows for the consecration of the values of belonging, accepting the other, and expanding the scope of right in its civil.
