Participatory democracy is considered an integrated perspective for reshaping the roles and relationships between local groups and local actors, including civil society, by sharing local governance through a number of mechanisms that allows them to participate extensively and effectively in the decision-making process, and for reconsidering the concept of limited participation confined to political representation.

also, the concept of participatory democracy enables us to address a number of issues related to the relationship of the state with society and citizens, by developing the act of participation within society, democratizing society and institutionalizing its working mechanisms to achieve local development.

therefore, this study deals with the conceptual and theoretical foundation of participatory democracy and the mechanisms to achieve it.
