The research aims to shed light on local councils in the municipalities and their work to help People in the community to show the role statement on local council to mitigation the burden on the municipalities through direct communication between local councils and the citizens to improve the best services and provided to local community and show how to manage the work in local council.

The study concluded the local councils have the biggest role in serving the citizen and providing services that people need in the region of local council due to listen to people's difficult and connect them with town council that will make good decision and display resolution to mayor and town council to take perfect measures and find logical solutions .
