with the increasing impact of globalization on countries economically, financially, environmentally, technologically, culturally, and on the human level, local institutions have found themselves facing new challenges represented in providing assistance to their citizens and adopting their economic and social capabilities to adopt this complex and workable formula.

therefore, communities have become obliged to adapt to this financial situation and openness to the world within the framework of a vital, cultural, and developmental dialogue.

today, we have a new approach to cooperation that derives its elements and characteristics from outside national boundaries and complements the deficiencies that local communities in countries are facing, raising the quality of their services through experiences and means that they import to implement projects with mutual benefits to achieve balanced local development that preserves the specificities and characteristics of each party, whether through south-south cooperation or tripartite cooperation.
