The penalty of working for public benefit represents an innovative approach in criminal justice systems, as it aims to achieve social justice and reintegrate convicts into the society.

this penalty is considered an alternative to custodial penalty in most cases.

this research is an analysis of the legal development, especially in the state of Qatar, related to the penalty of social employment in order to evaluate the national effort of formulating the legal framework for social employment.

to provide normative suggestions in this regard, this research relies on a comparative analytical approach, as its problem revolves around the nature of the social employment penalty and its requirements, and the extent of the effectiveness of the experience of the state of Qatar in this regard.
