The institutions responsible for good governance are independent; they benefit from state support.

This constitutional requirement has established two rules to govern the relations between the institutions responsible for governance and the organs of the state.

These two rules are based on the guarantee of autonomy and the right to benefit from state support.

These are the two rules that must be approved and implemented in the legal texts according to which the composition, powers, organization, and operating rules of these institutions have been determined.

The analytical approach constitutes a reliable means to explore the extent to which the legislator represents these two rules in the texts of these laws, by extrapolating the manifestations of variation in the levels of implementation of the two rules in these texts, and the different mechanisms to determine the levels of independence and the levels of state support for these councils and institutions.
